Kazuma Kiryu, a legendary yakuza who faked his death to protect his family, is forced out of hiding when a mysterious figure targets him. Operating under the codename "Joryu," he becomes entangled in a gripping action narrative that takes him through the bustling cities of Sotenbori and Yokohama.

Combat is the game's core feature, offering two dynamically switchable fighting styles. The Yakuza style emphasizes aggressive, powerful moves that intimidate enemies, while the Agent style prioritizes speed and precision, incorporating high-tech gadgets such as electrified bind wires to stun and incapacitate opponents. Players must strategically adapt their approach to overcome varied enemy encounters.

Beyond combat, the game features a variety of side activities and experiences. Players can participate in karaoke, visit a live-action cabaret club, race in the pocket circuit, and engage with the battle arena. An informant named Akame offers additional sub-missions that deepen the narrative and encourage exploration. The deluxe edition includes a Legendary Fighter Pack featuring playable characters Goro Majima, Taiga Saejima, and Daigo Dojima in a special Coliseum battle mode.
