The Headmaster is set in a near-future dystopia where a government crisis forces all failed or expelled students over eighteen back into mandatory education at specialized facilities. You take on the role of a psychology expert whose unconventional theories have caught the attention of a mysterious organization. After presenting your ideas at a conference, you're recruited as headmaster of one such school and must transform a group of rebellious young women into compliant, hardworking students using your unique methods.

The gameplay revolves around managing student stats, navigating nonlinear story paths, and employing a distinctive punishment system to achieve your objectives. Beyond educating students, you must navigate complex relationships with colleagues, satisfy the demands of the school's shadowy owners, and contend with an obstructive government inspector. The game features extensive content with approximately 16,000 images and 1,000 videos, delivering over 35 hours of gameplay. As a dark comedy, the narrative balances humor with the morally ambiguous premise of your role and methods.
